Planning and Grants Committee

The Council’s Planning and Grants Committee leads the distribution of funding each year for projects related to the five year state plan. The Council may grant funds to public entities, non-profit organizations or for-profit businesses through the following process: 

  • The Council identifies its grant making priorities based on the five year state plan and available budget.
  • The Council develops and distributes Documented Quotes (DQs) or Requests for Applications (RFAs) for competitive grants. The Council uses Documented Quotes for projects with an identified scope and budget that we are seeking a community partner to implement and Request for Applications for opportunities in which we are seeking ideas from the community for projects related to the five year state plan.
  • Opportunities are posted in Colorado Vendor Self Service (VSS). Registration for this system is free and users may set up notifications to receive postings.
  • Applicants are strongly encouraged to collaborate with people living with intellectual and developmental disabilities and their family members during program design and the development of the proposal.
  • Grant-funded projects must follow standard administrative, program, and financial requirements, which include  a 10-25% non-federal match depending on the project type and community served.
  • The Council follows a process for soliciting, reviewing, and awarding grant applications consistent with state procurement and administrative rules and regulations for grants.

Eligible Funding Activities

The DD Act provides a list of activities that can be used in achieving each goal:

  • Outreach
  • Training
  • Technical Assistance
  • Supporting and Educating Communities
  • Interagency Collaboration and Coordination
  • Coordination with Related Councils, Committees, and Programs
  • Barrier Elimination, Systems Design, and Redesign
  • Coalition Development and Citizen Participation
  • Informing Policymakers
  • Demonstration of NEW approaches to services and supports (must be time limited and part of an overall strategy for systems change).
 

Direct services are not part of the legislative intent of the DD Act.  The Council interprets direct services as:

  • Projects that provide individual or group service delivery for the purpose of individual outcomes. 
  • Purchases that will be used for a program or organization that’s primary purpose is to provide individual or group service delivery for the purpose of individual outcomes, unless the purchase will be used for a systems change project within the organization. 
  • Examples: Direct services include employment/vocational training programs, day programs, social groups, therapy services and other individual direct services, some of which may be reimbursable by other sources including but not limited to insurance/Medicaid. 

2024-2025 Grants

Spring 2024 Capacity Building Mini-Grants 

The Council received 45 applications from communities across the state, which gave evaluators great insight into the needs and efforts of organizations in our field. The Council appreciates the time and effort each agency put into preparing an application and sharing their needs with us. The Council awarded funding for 11 proposals based on application scores and available funds.

CDDC 2024-25 Grant Projects

The Council made the grants above as part of the current state plan objectives and work plan of the Council. Each grant project was a unique solicitation designed to meet one or more of the Council’s goals and objectives. Projects are funded by both FFY23 and FFY24 funds.
